一个 Agent Skill 最少需要什么？
官方规范写明：一个技能就是一个文件夹，其中必须有 SKILL.md，文件里至少包含 name 和 description 两个元数据字段以及给智能体的说明；scripts/、references/、assets/ 都是可选的。
技能会一直占用上下文吗？
不会。官方文档描述的是渐进式披露：启动时只加载每个技能的名称和描述，任务与描述匹配时才把完整 SKILL.md 读入上下文，执行阶段再按需运行脚本或加载引用文件。
这个规范由谁掌握？
官方说明该格式最初由 Anthropic 开发并作为开放标准发布，此后被多个智能体产品采用，规范对生态贡献开放；仓库代码按 Apache 2.0、文档按 CC-BY-4.0 授权。
